Traditionally, drain pipe systems have been used to convey waste water to surface drains or sewer systems. In order to allow sufficient water to pass through the drain pipe, the opening of the drain pipe is clogged. A prior art device for controlling the opening of a drain pipe is shown in FIG. 1, and comprises a plug tube 10, an inner ring 11 and a cap 12. The plug tube 10 has a lower end and a hole 101. The inner ring 11 is provided with a stepped hole 111. The cap 12 is provided with a hole 121. The cap 12 is mounted around the outer periphery of the plug tube 10 so that the stepped hole 111 of the inner ring 11 fits into the hole 121 of the cap 12. The plug tube 10 is made of a metal such as brass and has an outer diameter larger than the inner diameter of the drain pipe. The plug tube 10 is partly inserted into the drain pipe until the plugged opening of the drain pipe is reached. In use, the end of the plug tube 10 is pushed into the plugged opening of the drain pipe until the stepped hole 111 is snugly fitted into the hole 121 of the cap 12. The cap 12 is then turned relative to the plug tube 10, so that the stepped hole 111 engages with a drain groove formed at the end of the drain pipe. The cap 12 is secured to the drain pipe, and the plug tube 10 is then pulled out of the drain pipe to open the drain pipe.
